The Armed Forces of Ukraine received the first 100,000 FPV drones for the Armed Forces through the DOT-Chain Defence platform. The average delivery time for FPV drones is only 7 days, and units independently choose models from 40 manufacturing companies.
According to Denys Shmyhal, these drones will allow Ukrainian military personnel to more effectively counter Russian drones.
The Cabinet of Ministers approved an experimental procedure that allows enterprises to be involved in forming air defense groups. Operators of critical infrastructure and enterprises with the necessary resources can join the project.
The Cabinet of Ministers has established academic scholarships in memory of the defenders who died for Ukraine. The amount of scholarships for cadets, students, and adjuncts of military universities will be up to 10,000 hryvnias.
The first 7 schools for ground-based robotic complex (GRC) operators have been certified in Ukraine, which will allow private institutions to officially train specialists. The state will finance the training of thousands of military personnel to increase the number of trained operators at the front.
The Ministry of Defense of Ukraine has simplified the procedure for obtaining a new combatant certificate in case of its loss or theft. The procedure for obtaining a certificate for servicemen released from captivity has also been simplified.
The Ukrainian defense industry has presented 370 new ammunition models, 250 of which are designed for unmanned systems. This was made possible by deregulation and the involvement of 76 new manufacturers in fulfilling state contracts.
In Ukraine, from December 1, the "ePoints" system for the military will start operating, which will stimulate the use of ground robotic systems. It will allow exchanging points for combat damage for drones and electronic warfare equipment.

The parliament adopted a bill that provides for criminal liability for TCC and VVK servicemen for violating mobilization and medical examination procedures. The bill is not yet on the committee's agenda, but it provides for imprisonment for up to 8 years for violations under martial law.
MP Fedienko stated that the Kyiv City TCC suspended the operation of the distribution center for mobilized personnel in the DVRZ area of Kyiv. All servicemen from this point were transferred to units outside the capital.
Units of the Medical Forces of the Armed Forces of Ukraine have begun issuing adaptive clothing for wounded soldiers. 50,000 items have already been received, including T-shirts, shorts, and trousers, which facilitate access to wound sites.
Ukrainians can now apply for a deferral from mobilization at CSAPs, as well as through the Reserve+ application. On the first day, almost 4,000 applications were submitted, and over 720,000 deferrals were automatically extended.
Units of the Air Assault Forces of the Ukrainian Armed Forces have begun daily work in the official digital military accounting system "Impulse". This will allow for the generation of orders, recording of leaves, business trips, and other events related to military service, without duplication.
The Ministry of Defense allocated UAH 1. 9 billion for drones and other equipment through DOT-Chain Defence, which is used by 180 units of the Armed Forces of Ukraine. In three months, almost 100,000 drones have been delivered with an average delivery time of 10 days.
The Ministry of Defense of Ukraine has released details of the updated 51-day basic general military training course, which has been in effect since July 2025. The program includes 42 days of classes, 7 days off, and 2 days for administrative procedures, with an emphasis on firearms training and protection against UAVs.

Law enforcement officers detained Volodymyr Kudrytskyi, the former head of "Ukrenergo," for large-scale fraud. He is suspected of involvement in a 2018 scheme to embezzle UAH 13.7 million during the reconstruction of substation fences.
During 2025, the Minister of Defense of Ukraine and the Commander-in-Chief of the Armed Forces of Ukraine approved 163 new sleeve insignia for military units and subdivisions. This strategy is already showing noticeable results, in particular, Russia's almost complete exclusion from the gasoline export sector.
From November 1, 2025, new rules for processing deferrals from mobilization will be introduced in Ukraine, aimed at increasing transparency and digitalization of the process. Most deferrals will be extended automatically, and documents can be submitted online through the "Reserve+" application or offline at the ASC.
"Reserve+" introduces new features for online deferral requests. Now single parents and individuals caring for parents with disabilities can join the testing.

The Ministry of Defense of Ukraine has approved an industry security profile that establishes minimum cybersecurity standards for all information systems of the department. The document defines unified minimum requirements for the cybersecurity of systems used in the Ministry of Defense, the Armed Forces of Ukraine, and the State Special Transport Service.
