Oleh Kiper

Oleh Oleksandrovych Kiper was born on May 1, 1980, in the village of Tymkove, Kodyma district, Odesa region, on the border with Moldova. In 2002, he graduated from the Odesa National Law Academy with a degree in "Jurisprudence," and in 2018, he obtained a second degree there in "Public Management and Administration." In 2001, while still a student, he began serving in the prosecutor's office as an investigator at the Kotovsk (Podilsk) inter-district prosecutor's office in Odesa region. Subsequently, he held positions as a prosecutor in the department of the Odesa regional prosecutor's office, a prosecutor in the department of the General Prosecutor's Office, head of a department in the Ivano-Frankivsk regional prosecutor's office, and deputy prosecutor of that region. During the presidency of Viktor Yanukovych, he was deputy head of the Main Investigation Department of the GPU, which led to Kiper being lustrated in 2014. In 2015, he unsuccessfully ran for the Odesa City Council. In 2016, he received his lawyer's license and founded the law firm "Astrea OVS." In 2019, the District Administrative Court of Kyiv ruled the lustration groundless and reinstated him to his position, ordering compensation for forced absenteeism. Since 2020, he has been deputy prosecutor of Kyiv, and since May 30, 2023, he has headed the Odesa Regional Military Administration. He has been the subject of several journalistic investigations regarding control over grain exports and his family's wealth.
