Prosecutors of specialized defense prosecutor's offices have documented dozens of large-scale abuses, detaining 50 individuals and uncovering over UAH 30 million in illicit gains. Systemic schemes of evasion from military service and illegal departure abroad have been exposed in seven regions and Kyiv.
The body of a 39-year-old mobilized man, who had been wanted since November 12 for unauthorized absence from his unit, was found in a forest in the Ivano-Frankivsk region. He was mobilized on November 8, and according to the results of the military medical commission, he was fit for service in the rear.
In Ukraine, medical and social expert commissions have been abolished and replaced by expert commissions for assessing a person's daily functioning. The new system, which was supposed to be more transparent, in practice faces problems with appealing decisions, as they are considered by only one hospital in Dnipro.
A court in Vinnytsia region sentenced a TCC employee to two years in a disciplinary battalion. He was accused of abuse of power, demanding $2,000 for draft notices and $16,000 for a deferment from mobilization.
An assistant to the head of a public organization has been served with a notice of suspicion in a case involving fraud in the procurement of drones for the military. He is accused of abuse during the distribution of UAH 1.4 million allocated for drones and inciting their write-off.
The staffing level of TCCs is below 40%, and employees often work without days off and vacations, said Olha Reshetylova. She also condemned cases where, after being delivered to the TCC, conscripts disappear from contact with their relatives.
The parliament adopted a bill that provides for criminal liability for TCC and VVK servicemen for violating mobilization and medical examination procedures. The bill is not yet on the committee's agenda, but it provides for imprisonment for up to 8 years for violations under martial law.
In Ternopil, a conscript, while intoxicated, tried to escape from the TCC, but fell while attempting to descend from the 5th floor. He was hospitalized in intensive care, where he remains in stable condition.
Videos have appeared on social media showing a civilian man bleeding. The territorial recruitment center explained that he self-mutilated after receiving the conclusion of the military medical commission.
Russia has launched a new wave of militarization in all temporarily occupied territories of Ukraine, using educational institutions and local administrations. The occupiers combine "patriotic" events with covert mobilization schemes to fill the shortage of manpower.
Yuriy Rybyansky, head of the Darnytskyi police department, disappeared after an inspection and has not been in contact. The disappearance of seized funds, to which he had access, has been discovered.

The Prymorskyi District Court of Odesa chose a pre-trial restraint for the former head of the Odesa Regional Territorial Center for Recruitment and Social Support, Yevhen Borysov, in the case of unauthorized absence from duty. He was ordered to post bail of over 20 million hryvnias.
In Odesa, a group of civilians attacked TCC servicemen, using tear gas and overturning a vehicle. The SBU opened criminal proceedings, and the attackers face 5 to 15 years in prison.
In the Kremenchuk RTCC and SP, a man brought by the police pulled out a pistol and wounded two servicemen. The injured are in the hospital, their lives are not in danger.
Local Telegram channels report a shooting at the Kremenchuk RTCK, resulting in two people being injured. There is currently no official confirmation of the incident.
From now on, parents who are single-handedly raising a child under 18 can get a deferment in "Reserve+". The process is fully automated, takes up to several hours, and requires no certificates or visits to the TCR.
The Odesa Oblast TCC reported a group attack on servicemen and damage to their vehicle. Civilians used physical force, tear gas, and batons, the TCC stated.
In Kyiv region, a conflict arose during a check of military registration documents, as a result of which a woman hit a police officer on the head. She was detained, and criminal proceedings have been initiated.
The Central Military Medical Commission is canceling illegal conclusions about unfitness for military service, issued in the Dnipropetrovsk region, at the initiative of the SBI. The first falsified decisions of the Military Medical Commission, made on the basis of forged medical documents, have already been annulled.
