The Cabinet of Ministers has introduced payments of up to 170 thousand hryvnias and motivational contracts for military personnel. New terms of service and conditions for discharge to the reserve have been defined.

The Cabinet of Ministers has published Resolution No. 768 regarding changes to salary accruals for servicemen of the Defense Forces of Ukraine, special purpose police officers, as well as foreigners serving in the ranks of the Ukrainian army. The document defines additional payments for the military, the possibilities of "motivational contracts," as well as criteria for obtaining a deferment after demobilization. This is reported by UNN with reference to the government resolution dated June 12, 2026.

Details 

According to the resolution, "the government agreed with the proposal of the Ministry of Defense, the Ministry of Internal Affairs, the Security Service, the Foreign Intelligence Service, and the State Service for Special Communications and Information Protection regarding the implementation over two years of an experimental project to introduce additional motivational factors for certain categories of servicemen and special purpose police officers, as well as establishing the specifics of military service under contract for citizens of Ukraine, foreigners, and stateless persons in the Armed Forces, the intelligence body of the Ministry of Defense, the State Special Transport Service, the National Guard, the State Border Guard Service, the Security Service, the Foreign Intelligence Service, and the State Service for Special Communications and Information Protection during martial law." 

The project takes effect from the day following the day of the resolution's entry into force. The document was published on June 12, meaning it takes effect from June 13. 

Project Participants

The document states that "motivational contracts" can be concluded by citizens of Ukraine who are accepted for military service under contract into the ranks of the Armed Forces, the intelligence body of the Ministry of Defense, the State Border Guard Service, the Security Service, the Foreign Intelligence Service, and the State Service for Special Communications and Information Protection. 

Also, current military personnel serving under contract, by conscription of officers, by conscription during mobilization for a special period, or military service by conscription of reservists in a special period will be able to conclude relevant contracts. 

In addition, such a contract can be concluded by foreigners and stateless persons, as well as police officers participating in combat operations. 

Payments to the Military 

The resolution states that the project is funded by and within the limits provided in the state budget for the relevant year for the agencies participating in the project.

In particular, within the framework of the experimental project, servicemen performing military service are paid an additional reward in the amount of 100,000 hryvnias per month for performing tasks in areas of combat operations or in areas where measures necessary to ensure the defense of Ukraine, protect the safety of the population, and the interests of the state in connection with the armed aggression of the Russian Federation against Ukraine are carried out. 

A reward of 170,000 hryvnias will be paid to military personnel participating in the performance of tasks during combat (special) operations on the line of combat contact with the enemy at the distance of performing combat (special) tasks by a military unit (subdivision, including a consolidated one) of the first echelon of defense or offense (counter-offensive, counter-attack) up to the platoon stronghold inclusive, as well as in the territory of Ukraine temporarily occupied by the Russian Federation, in the territory between the positions of the defense forces and the positions of the troops of the aggressor state in areas of military (combat) operations, and in the territory of the aggressor state. 

A reward of 70,000 hryvnias will be paid for performing tasks at the distance of performing combat (special) tasks by a military unit (subdivision, including a consolidated one) of the first echelon of defense or offense (counter-offensive, counter-attack) up to the company stronghold inclusive. 

Also, a reward for performing combat (special) tasks will be paid in the amount of: 

  • 20,000 hryvnias (calculated per day) - for conducting assault operations in case of restoration (return) of positions (buildings, structures) captured by infiltrated enemy groups (units) in the depth of the defense of their troops (units);
    • 40,000 hryvnias (calculated per day) - for conducting assault operations in case of capturing positions (buildings, structures) directly on the line of combat contact or in the depth of the enemy's defense;
      • 100,000 hryvnias - for capturing an enemy serviceman (for each captured enemy serviceman, which is distributed proportionally among the servicemen and/or police officers who directly participated in his capture);
        • 15,000 hryvnias - for the destruction of enemy manpower (for each destroyed enemy serviceman in small arms or hand-to-hand combat, provided there is confirmation by relevant video recording). 

          Also, an additional reward of 50,000 hryvnias will be paid for performing combat tasks at the command posts of military management bodies, as well as at the command posts of brigades, centers, regiments, consolidated units, battalions, commandant's offices, and detachments from which operational management of military units conducting combat operations in military areas is carried out. However, this payment will not apply to military units of protection, support, and maintenance that are part of the specified command posts. 

          In addition, military personnel not mentioned above will receive a supplement in the amounts of: 

          • from 15 to 30 thousand hryvnias if they hold instructor positions in military units;
            • 10 thousand hryvnias. 

              At the same time, the document indicates that military personnel will not be able to receive supplements, the total amount of which exceeds 460,000 hryvnias. 

              Rest for the Military 

              Military personnel, after performing combat tasks on the line of combat contact with the enemy, will be able to receive rest. However, such rest will be provided exclusively by the "decision of the commander of the military unit and taking into account the operational situation." It is stated that one day of rest equals two days of performing combat tasks.

              Restrictions for the Military 

              The document states that the new rules do not apply to military personnel who voluntarily entered service after the age of 60, as well as military personnel who expressed a desire to serve from among convicted persons.

              Discharge from Service 

              The government procedure indicates that military personnel who have concluded motivational contracts and whose term of military service has not expired acquire the right to be discharged from military service: 

              • after the announcement of the decision on demobilization, if they have not expressed a desire to continue military service; 
                • in case of the issuance of a decree by the President of Ukraine on the discharge of servicemen from military service (the adoption of a decision by the Supreme Commander-in-Chief of the Armed Forces of Ukraine on the discharge of servicemen performing military service by conscription of reservists in a special period), provided they meet the criteria/conditions defined in the decree (decision), if they have not expressed a desire to continue military service. 

                  At the same time, in the annex to the document, which establishes a standard form for signing a contract, the following is stated: "I understand that being in military service will require me to perform tasks that civilians do not perform. I am also aware that my official activity as a serviceman is regulated by the Constitution of Ukraine, the regulations of the Armed Forces of Ukraine, the laws of Ukraine, and regulatory legal acts both in peacetime and in a special period, in particular in conditions of direct conduct of military (combat) operations. At the same time, I realize that in case of changes in the provisions of the legislation, the requirements of which may affect these agreements, I will fulfill the specified provisions taking into account the changes made." 

                  That is, if the Verkhovna Rada or the government adopts changes to its documents, the demobilization of the military is postponed. 

                  Conclusion of Contracts 

                  According to the resolution, it is envisaged that military personnel who wish to join the ranks of the Armed Forces, the State Special Transport Service, the National Guard, and the State Border Guard Service can conclude a contract in electronic form, which will be determined by the Ministry of Defense and the Ministry of Internal Affairs. 

                  However, foreign military personnel and stateless persons will not be able to do this. 

                  The document establishes that military personnel concluding a contract must serve: 

                  • 10 months - for military personnel in staff positions of combat units;
                    • 14 months, but of these - 12 months at the "zero" (front line);
                      • 24 months - for military personnel performing military service in positions and in military units. 

                        Military personnel whose contract ended during the state of war will be able to conclude a "motivational contract," but the term of the previous contract ends, and a new term begins. 

                        Rights of Future Military Personnel 

                        The resolution states that the military unit chosen by the person ensures: 

                        • clarification of the person's intentions regarding the conclusion of a motivational contract, in particular by conducting an interview; 
                          • making a decision regarding the acceptance of the person for military service under contract within three working days from the date of receipt of the application;
                            • informing the person about the results of the consideration of the application. 

                              In case of refusal to conclude a contract, the commander of the military unit must report this, indicating the reason. In case of approval of the military candidate, the military unit must organize: 

                              • conducting professional and psychological selection;
                                • undergoing training. 

                                  It is noted that the selection of servicemen (including foreigners and stateless persons) for military service under a motivational contract is carried out without them undergoing a medical examination to determine their fitness for military service for health reasons. Measures for conducting professional and psychological selection of such servicemen are not carried out. 

                                  Basic Combined Arms Training (BZVP) for the Military 

                                  It is noted that for Ukrainians, foreigners, and stateless persons accepted for military service under a motivational contract, the military unit organizes the passage of: 

                                  • basic combined arms training (for citizens who have not undergone such training) - lasting from 51 days; 
                                    • specialized training - lasting from 14 days (if necessary); 
                                      • an adaptation course in the military unit - lasting 14 days. 

                                        Also, the military unit must organize the passage of specialized training (if necessary) and an adaptation course in the military unit - lasting 14 days (for servicemen who were appointed from other positions).
