Rada increased the defense budget following the EU loan

The Parliament approved amendments to the 2026 budget, increasing spending on security and defense by UAH 1.56 trillion. Additionally, UAH 559.1 million was allocated for energy needs.

The Verkhovna Rada has passed in its entirety the relevant bill (No. 15224) on amendments to the 2026 State Budget regarding increased spending on security and defense, parliament reported on Wednesday, UNN writes.

The document increases expenditures for the security and defense sector by 1.56 trillion UAH, primarily through financial assistance (Ukraine Support Loan) from the EU.
In addition, additional funding from the reserve fund is provided: in particular, 559.1 million UAH will be directed to the needs of the energy sector.
What is envisioned - in figures
Earlier, the head of the Verkhovna Rada Budget Committee, Roksolana Pidlasa, reported on social media that the government bill on amendments to the 2026 Budget stipulates that "state budget expenditures are increased by 1.64 trillion UAH, primarily due to an EU loan (I recall, we will only have to repay this money in the event of receiving Russian reparations)."
According to Pidlasa, expenditures are increased in the following areas:
- +1.56 trillion UAH for the national security and defense sector, of which:
- +1.397 trillion UAH for increasing the defense capability and security of the state (this is money that Ukraine will receive under the EU loan this year for defense needs. It is reflected in a new separate program under the special fund).
- +152.26 billion UAH for supporting the Armed Forces of Ukraine (this is primarily monetary allowance).
- +14.58 billion UAH - for replenishing the reserve of funds for the security and defense sector (a Ministry of Finance program from which they cover priority needs).
- +3.15 billion UAH for the development of the defense-industrial complex (special fund resources due to increased revenues from the "military PIT").
- +2.13 billion UAH for the State Special Transport Service (under the Ministry of Defense).
- +9.91 billion UAH for the National Guard (this includes both monetary allowance and weapons).
- +6.79 billion UAH for the State Border Guard Service (likewise).
- +4.8 billion UAH for the State Special Communications Service (drones).
- +2.47 billion UAH for the SBU (primarily monetary allowance).
- +1.83 billion UAH for the Main Intelligence Directorate of the Ministry of Defense (monetary allowance and weapons).
- +7.8 million UAH for the Foreign Intelligence Service.
- the government proposes to allocate +40 billion UAH for the implementation of comprehensive resilience plans for regions and individual cities (a new budget program of the Ministry of Regional Development, the distribution of funds for which will be carried out by the government through its decisions);
- the government proposes to increase the reserve fund by 40 billion UAH;
- the revenue part of the budget increases by 2.29 trillion UAH due to:
- 1.397 trillion UAH - military support within the framework of the EU loan.
- 824.25 billion UAH - budgetary support within the framework of the EU loan.
- 47.67 billion UAH - EU money within the framework of the Ukraine Facility.
- 22.62 billion UAH - additional revenues from PIT and military tax (due to the growth of total expenditures on salaries for military personnel).
- the government proposes to direct the military tax to the monetary allowance of the AFU military starting from July 1, 2026;
- it is proposed that in 2026, revenues from export duties on military and dual-use goods be directed to the purchase and production of weapons and the monetary allowance of AFU servicemen.
For the second reading, as Pidlasa reported, the budget committee recommended changing a number of things in the government's text and the current Budget Law:
- calculate the NABU salary based on a subsistence level of 3,328 UAH, rather than 3,028 UAH, without increasing the Agency's total expenditures;
- instruct the government to restore the Road Fund in 2027 at a rate of 25%;
- redistribute 10 million UAH to the apparatus of the State Fisheries Agency (this is not salary), without increasing the agency's total expenditures;
- +559.1 million UAH for the Ministry of Energy apparatus, at the expense of the reserve fund;
- +127.5 million UAH for the liquidation of mines, at the expense of the reserve fund;
- +46.1 million UAH for the State Energy Supervision Service, at the expense of the reserve fund;
- +599.1 million UAH to the State Agency for Exclusion Zone Management, including 525.1 million UAH for the "Shelter" facility, at the expense of the reserve fund;
- redistribute 95 million UAH to the apparatus of the National Committee of Sports for the Disabled, without increasing the total expenditures of the Ministry of Youth and Sports.
Also, according to her, people's deputies voted to allocate 1.4 billion UAH for payments to employees of the Judicial Security Service.
