President of Ukraine Volodymyr Zelenskyy, by decree No. 434/2025 of June 27, changed the composition of the Staff of the Supreme Commander-in-Chief. Mykhailo Drapatyi, Serhiy Boyev, and Hennadiy Shapovalov joined the composition.

President of Ukraine Volodymyr Zelenskyy held a Technology Staff meeting with reports on drones, their financing, and simplification of production. The main goal is to maximize the production of drones needed at the front and for the protection of cities.

A representative of the GUR stated that the negotiation process with Russia regarding the exchange of prisoners of war continues and does not stop. Ukraine is ready to conduct as many stages as necessary to bring back all seriously ill, wounded, and young defenders.

Minister of Defence Rustem Umerov stated that contract servicemen aged 18-24 demonstrated high professionalism. The Ministry of Defence is ready to improve the motivational package to attract new fighters.

The Minister of Defense of Ukraine stated about the participation of 11,000 DPRK fighters in the war and the probable dispatch of additional forces. These units have already suffered significant losses, indicating the depletion of the DPRK's elite reserve.

The Ministry of Defense of Ukraine announced temporary difficulties in the operation of the "Reserve+" mobile application, which caused a malfunction on June 26. Specialists are working to eliminate the problem, expecting the system to stabilize within a few hours, and advise users to use the PDF version of the document.

On June 26, a large-scale failure occurred in the "Reserve+" mobile application, due to which users cannot use electronic military registration documents. The cause of the failure is being established, users are advised to use paper documents.

Great Britain will provide Ukraine with 350 missiles for air defense systems, which will be paid for from the income from frozen Russian assets. These missiles will be used by specially designed anti-aircraft missile systems, five of which will also be delivered in the near future.

The Cabinet of Ministers has approved a draft law on amendments to the 2025 state budget, which provides for an increase in expenditures by UAH 449 billion, of which UAH 412 billion will go to finance the Security and Defense Forces. Funding has also been allocated to the Ministry of Education, the Ministry of Health and the Ministry of Digital Transformation.

Defense Minister Rustem Umerov announced the appointment of Brigadier General Hennadii Shapovalov as Commander of the Ground Forces. Hennadii Shapovalov has combat experience and experience working with NATO partners.

The Ministry of Defense is developing a draft resolution on monetary rewards for military personnel for innovative developments. This will stimulate research and protection of intellectual property rights in the defense sector.

Two helicopters, after repair, risk returning without armament due to the seizure of equipment assessed according to Russian GOST standards. The performing company is not allowed to carry out warranty repairs, which jeopardizes the combat readiness of the equipment.

The Cabinet of Ministers has approved the procedure for granting combatant status to foreigners and stateless persons. The Ministry of Veterans Affairs will become the sole body authorized to grant such status.

The Ministers of Energy and Defense will speak in Parliament. Galushchenko will talk about preparations for the heating season, and Umerov about fortifications in the frontline regions.

The Ministry of Defense has approved the "SHABLYA MK19(M)" combat module, which can be installed on ground platforms and equipment, for operation. The module fires 40 mm grenades.

The Verkhovna Rada Committee approved the updated draft law on the creation of a register of military personnel. The register will allow to obtain accurate data on personnel and form analytics from the human reserve.
