US intelligence believes that Russia and Ukraine consider an unsatisfactory ceasefire worse than continuing the war. The US intelligence community also continues to see a risk regarding nuclear weapons.

A telephone conversation took place between the heads of the Russian Foreign Intelligence Service and the CIA. The parties agreed on further contacts to resolve crisis situations and reduce tension.

NATO Secretary General Rutte stated the need to discuss further cooperation between the USA and Ukraine following Zelensky's letter. Polish President Duda called the current situation temporary and urged for calm negotiations.

Defense Minister Umerov stated that Ukraine has not yet received information about restrictions on access to US intelligence data. Kyiv is working on alternative data sources, including with Germany.

The CIA has started layoffs of officers hired in the last two years as part of government spending cuts. The layoffs are being conducted unexpectedly and negatively affect the morale of the agency.

John Ratcliffe hopes that the pause in providing intelligence assistance to Ukraine will soon be over. According to him, the United States will continue to cooperate with Ukraine as before to counter aggression.
