Near the settlement of Shevchenkove in Mykolaiv Oblast, a police officer from the Bashtanka District Police Department detained the driver of the Kherson Regional Rapid Response Team of the Ukrainian Red Cross Society. The evacuation of civilians from the "red zone" of Kherson, which is constantly shelled, was put at risk because of the insidious actions and misleading conduct of law enforcement officers
It is reported that a crew of the Kherson Regional Rapid Response Team of the Ukrainian Red Cross Society was carrying out an evacuation from a dangerous district of the city of Kherson, which is constantly suffering attacks by Russian drones and artillery shelling.
The crew was evacuating a family affected by Russian aggression: the mother was killed, the man has a high-level lower-limb amputation, the son is 3 years old, and there was also a grandmother. The second family consisted of two people: a woman with cancer and her son. They needed to be taken to Kyiv Oblast. And now, here is the essence of the matter: beyond the settlement of Shevchenkove, police officers from the Bashtanka District Police Department of Mykolaiv Oblast stopped the ambulance at a mobile checkpoint to check the documents. The documents were in order, but the police officers had another task. A police officer suspected that our driver was intoxicated ("Your face looks somewhat pale; have you taken something?"), and suggested that he go with them to have blood tests for drugs and alcohol. Legal? Apparently so. But in fact, they took him to an assembly point to undergo a military medical examination
It is noted that the people they were trying to evacuate were left in the vehicle and "simply abandoned."
The police officers need to fulfill their mobilization quota. They do not care about our fellow citizens; they do not care what will happen to those whom we evacuate at the risk of our lives. The organization emphasized that it had contacted the head of the Bashtanka District Police Department regarding the unlawful actions of his subordinate, as well as the representative of the Ukrainian Parliament Commissioner for Human Rights in Mykolaiv Oblast.
The Main Directorate of the National Police in Mykolaiv Oblast reported that the police leadership of Mykolaiv Oblast had initiated an internal investigation into the actions of the police officer during the evacuation of civilians.
While monitoring social media, police officers discovered a post containing a video recording of an incident between an inspector of the Patrol Police Response Sector of the Bashtanka District Police Department and the driver of the Kherson Rapid Response Team of a humanitarian organization, who was evacuating civilians from Kherson Oblast. According to preliminary information, the incident occurred today, August 14, on the "Odesa - Melitopol - Novoazovsk" highway near the settlement of Shevchenkove. At that section of the road, a notification group consisting of military personnel from a Territorial Recruitment and Social Support Center and a police officer was checking citizens' military registration documents in accordance with the requirements of current legislation. During the document check, it was established that the driver did not have a reservation from mobilization and was subject to mobilization, and therefore the man was subsequently taken to a Territorial Recruitment and Social Support Center. In addition, another driver arrived at the scene and transported the group of people to the required location
They also added that, at the same time, the leadership of the Main Directorate of the National Police in Mykolaiv Oblast had initiated an internal investigation to conduct a full and objective review of all the details of the incident, including the lawfulness of the police officer's actions during the document check, detention, and transport of the citizen.
An official investigation is being conducted by the Main Inspectorate Department of the Main Directorate of the National Police of Ukraine in Mykolaiv region. Based on its results, the police officer’s actions will be assessed accordingly and, if violations are established, measures prescribed by law will be taken.
