Oschadbank files new arbitration claim against Russia for seizure of assets in 4 regions

The state-owned bank initiated arbitration due to the loss of property in Donetsk, Luhansk, Kherson, and Zaporizhzhia regions. The amount of preliminary claims exceeds $1.3 billion.

Ukraine's state-owned bank "Oschadbank" is initiating new international arbitration against the Russian Federation for seized assets in four regions of Ukraine, the financial institution announced on April 17, UNN reports.
On April 7, 2026, Oschadbank officially submitted a claim against the Russian Federation regarding seized assets in four regions of Ukraine for consideration by international arbitration.
What the lawsuit is about
The dispute concerns the protection of investments in Donetsk, Luhansk, Kherson, and Zaporizhzhia regions. Due to the aggressor's illegal actions, the bank lost significant assets and the ability to operate in these regions.
The dispute arose in accordance with the agreement between the Cabinet of Ministers of Ukraine and the government of the Russian Federation on the promotion and mutual protection of investments. In the notice of arbitration, Oschadbank recorded numerous violations by the Russian Federation of its obligations under the intergovernmental agreement, as well as basic norms of international law.
"Important: back in July 2025, we sent an official notice of dispute to the Russian Federation, but, as expected, there was no reaction. Now the case will be considered by an international court," the bank stated.
Currently, as reported, the stage of forming the composition of the international arbitration court is underway in accordance with the provisions of the bilateral agreement.
"This litigation concerns the losses incurred by Oschadbank in four regions of Ukraine as a result of the illegal actions of the Russian Federation. We are consistently moving towards real compensation for these losses: according to previous court decisions, the amount of Oschad's claims already exceeds 1.3 billion dollars, and this lawsuit is the next step in bringing the aggressor state to financial responsibility," said Yuriy Katsion, Chairman of the Board of Oschadbank.

Oschadbank previously won over 1.1 billion US dollars as a result of arbitration regarding the illegal annexation of Crimea, and the total amount of claims, including interest, exceeds 1.3 billion dollars.
"We understand that Russia will not voluntarily comply with court decisions, so we are systematically working on their forced execution in various jurisdictions. In parallel, we are recording all damages caused after 2022 to ensure their further compensation within the framework of new lawsuits," emphasized Arsen Miliutin, Deputy Chairman of the Board of Oschadbank.
On July 1, 2025, the Paris Court of Appeal supported Oschadbank's position, rejecting the Russian Federation's appeal and confirming the legality of the arbitration court's decision from 2018. The court also ordered the Russian side to compensate 300 thousand euros in legal costs.
"Oschadbank has already achieved the seizure of Russian assets in France worth tens of millions of euros," the report says.
