Zelenskyy has approved arms exports in cases of production surplus of up to 50%. Companies will receive automatic permits to sell surplus equipment and drones.
The export of Ukrainian weapons will become a reality; all details have been agreed upon at the level of our state institutions. This was announced by President of Ukraine Volodymyr Zelenskyy, who emphasized that the surplus of production capacity in Ukraine for certain types of weapons reaches 50%, UNN reports.
I held an expanded meeting on key issues regarding the export of Ukrainian weapons. The export of Ukrainian weapons will be real. We have agreed on all the details at the level of our state institutions. Currently, our security expertise and weapons, which have been tested by modern warfare, are of interest to all partners capable of ensuring a real level of protection for national statehood and people's lives
He added that partners who assist Ukraine have been offered a special format of cooperation called Drone Deals – special agreements for the production and supply of our drones, missiles, shells, and other in-demand types of weapons, military equipment, software, integration with partners' defense systems, as well as providing our expertise and the technological exchange Ukraine needs.
Today, I approved the directions for such interstate work and the processing of automatic export permits for businesses regarding weapons. The procedure is absolutely clear: at the interstate level, based on the principle of reciprocity, we define the framework for security work through a relevant agreement, then the process begins at the level of state institutions and manufacturers. We are simplifying bureaucratic procedures, maintaining a sufficient level of export control, and launching practical content for the work of companies
According to him, Ukrainian companies will receive a real opportunity to enter the markets of partner countries, provided that the Ukrainian military has the right to take the necessary volume of weapons first.

The President instructed the Ministry of Foreign Affairs of Ukraine, together with intelligence services and the SBU, to determine a list of countries to which the export of our weapons is impossible due to their cooperation with the aggressor state.
It is a serious challenge to prevent our technologies and weapon samples from falling into Russian hands. The NSDC of Ukraine will coordinate export processes and serve as a guarantor that the needs of Ukraine's Defense and Security Forces for weapons are met first, while the surplus—what manufacturers can produce beyond the state order in Ukraine—is sent for export. The Ministry of Defense of Ukraine and the General Staff will determine the volume of needs for our state's Defense Forces
Zelenskyy also instructed government officials and the NSDC of Ukraine to present the necessary information to the public regarding the details of our weapons export process.
