Ministry of Social Policy of Ukraine
The Cabinet of Ministers liquidated the Ministry of Agrarian Policy and Food and the Ministry of Environmental Protection and Natural Resources. Their functions have been transferred to the newly created Ministry of Economy, Environment and Agriculture of Ukraine.
The Cabinet of Ministers of Ukraine renamed the Ministry of Social Policy to the Ministry of Social Policy, Family and Unity of Ukraine, merging the Ministry of National Unity into it. The Ministry of Social Policy also received the budget allocations of the Ministry of National Unity for 2025, including funds for the reintegration of occupied territories and support for Ukrainians abroad.
In late July - early August, deferrals will appear in Reserve+ for scientific, scientific-pedagogical, and pedagogical workers, as well as for citizens who have a spouse with a disability of group 1 or 2. The next categories will be families raising a child with a disability.
All functions of the Ministry of Unity, including issues of reintegration of temporarily occupied territories and IDPs, are transferred to the Ministry of Social Policy. This decision was made against the backdrop of the Cabinet's resignation and the appointment of a new prime minister.
The Ministry of Finance of Ukraine timely and fully financed social payments in the first half of 2024. UAH 191.5 billion was allocated from the state budget for these purposes, of which over 59% went to pensions.
President Zelenskyy proposed Yulia Svyrydenko to head the government, which will lead to the resignation of Denys Shmyhal and the entire Cabinet of Ministers. Shmyhal may head the Ministry of Defense, and Umerov may become the ambassador to the USA.
The Cabinet of Ministers of Ukraine has decided to transfer pension funds of internally displaced persons who have not used their accounts or undergone identification for more than a year to the Pension Fund of Ukraine for storage. The right to these funds fully remains with the pensioners, who can receive them after undergoing identification.
The Ministry of Social Policy has begun testing a new basic social assistance, which combines several types of payments for convenience. It is calculated individually, depending on the family composition and its income, with a basic amount of UAH 4500.
The Ministry of Social Policy states that all social assistance payments will be made within the terms defined by law. The administration of social payments has been transferred to the Pension Fund of Ukraine since July 1.
The government will make a decision to launch the "Schoolchild's Package" cash assistance in the amount of 5,000 hryvnias. The funds are intended for the purchase of school supplies and clothing for first-graders who will study offline.
Ministry of Social Policy and "Prykhysty Svoikh" Foundation are joining forces to create an online platform for IDPs. It will allow internally displaced persons to find work and housing, as well as receive legal support.

The Cabinet of Ministers of Ukraine has amended the Procedure for Payment and Delivery of Pensions and Cash Assistance at the Place of Actual Residence. The updates concern adding a new column to the statements, replacing non-budget accounts, and clarifying financing mechanisms.
The Ministry of Social Policy of Ukraine reported that UN payments for pensioners, persons without pension rights, and people with disabilities have been extended until the end of July. Thanks to the joint program of the Ministry of Social Policy, the Pension Fund, and the WFP UN, which began in August 2023, over 315,000 Ukrainians receive financial support monthly.

A pension certificate can be renewed online through the PFU web portal or the Pension Fund application, as well as offline - at the nearest PFU service center.

The government has updated the rules for the export and disposal of substandard humanitarian aid, taking into account the state of war. Decisions will be made by local authorities with the participation of the police and tax authorities.

Pensioners from TOT (Temporarily Occupied Territories) and abroad, as well as internally displaced persons, can receive payments at any bank or through Ukrposhta. It is important to undergo identification and conduct transactions with the card.
Pensions of Ukrainians from TOT who have not withdrawn funds for more than a year will be stored in the Pension Fund. The right to payments is retained by pensioners or their heirs.
