Ukraine to create a mobile application for volunteers - Ministry of Social Policy explained why

The Ministry of Social Policy is developing an application with profiles, electronic IDs, and tools for concluding agreements. The platform is available for organizations.

Ukraine plans to create a special application for volunteers. This was reported by UNN with reference to the Ministry of Social Policy, Family and Unity of Ukraine.

According to the agency, the future application will contain:
- volunteer profiles;
- a space for exchanging ideas and practices;
- opportunities for retraining and professional development.
In addition, the application will include the following tools for the development of volunteer activities, namely:
- signing agreements with organizations that involve
volunteers in their activities;
- forming volunteer certificates;
- highlighting the experience of volunteers.
Stimulating the development of volunteer activities is one of the strategic tasks defined by the National Strategy for Promoting the Development of Civil Society in Ukraine for 2021-2026, approved by Presidential Decree No. 487/2021 of September 27, 2021. The Ministry of Social Policy has developed a draft State Target Social Program for the Development of Volunteer Activities for the period up to 2030, which has already been submitted to the Government for consideration. The list of measures and tasks for its implementation is aimed at creating favorable conditions for the development of the volunteer movement, increasing its level of organization, as well as proper social protection of volunteers
Access to this platform will be granted to organizations that involve volunteers in their activities and to volunteers who carry out their activities without being involved in organizations.
In addition, in pursuance of the Law, the Ministry of Social Policy has developed a draft resolution of the Cabinet of Ministers of Ukraine "Some issues of acquiring and losing the status of a verified humanitarian organization."
The draft act provides, in particular, for establishing the procedure for acquiring, confirming, and losing the status of a verified humanitarian organization, forming and maintaining a list of verified humanitarian organizations.

In March 2026, the Verkhovna Rada of Ukraine adopted a law abolishing the requirement for long-term visas for volunteers and humanitarian mission workers.
