The Cabinet of Ministers allowed direct procurement for critical infrastructure protection - what will change

The government has simplified the procedures for purchasing energy equipment and works to protect it until 2026. Data in Prozorro will be hidden for the safety of facilities.
The Cabinet of Ministers of Ukraine has adopted changes to public procurement rules developed by the Ministry of Economy, Environment, and Agriculture of Ukraine. This will allow direct procurement for the protection of critical infrastructure, UNN reports with reference to the Ministry of Economy.

As noted by the agency, these changes were prepared in pursuance of comprehensive plans for the resilience of regions and individual cities, taking into account the recommendations of the NACP to minimize risks in the public procurement process.
At the same time, due to the constant threat of shelling, traditional open tender procedures can take a long time.
The main changes will be as follows:
- The possibility of concluding direct contracts for the implementation of experimental projects for the construction and repair of critical infrastructure facilities in the fuel and energy and housing and communal sectors has been extended until October 15, 2026;
- From now on, direct contracts can be used to purchase not only energy equipment (generators, cogeneration units, transformers), but also works and services for their installation and physical protection;
- Cogeneration units can be quickly technically maintained. This will avoid long interruptions in heat and electricity supply due to bureaucratic delays.
The adopted innovations will allow for the fastest possible restoration of damaged equipment, the construction of new distributed generation facilities, and the provision of backup power for city life support systems. All procurements will be carried out in compliance with the principles of transparency. Information about contracts will be posted in the Prozorro system, but without open access to sensitive data, so as not to expose objects to danger
