From procurement to the TCR: Prosecutor General reports that there are already 488 suspects in defense-sector cases

Prosecutor General Ruslan Kravchenko reported that, as of today, 488 people have been notified of suspicion in 384 proceedings concerning corruption in the defense sector. A total of 530 indictments have been sent to court, while losses from illegal procurement amount to UAH 3.9 billion.

In cases involving military procurement, payments to service members, corruption during mobilization, and the illegal transportation of people across the border, 488 individuals have been notified of suspicion in 384 criminal proceedings, while 530 indictments have already been sent to court, Prosecutor General Ruslan Kravchenko said on Monday on social media, UNN writes.

"There are no secondary decisions in the defense of the state. Every procurement, every payment, and every decision by an official ultimately affects the army’s capabilities and the security of our service members.

That is why the Specialized Prosecutor's Offices in the field of defense have focused their work on areas that potentially entail financial and mobilization risks: military procurement, payments to service members, corruption during mobilization, and the illegal transportation of people across the border," the Prosecutor General said.

Since the beginning of the year, 488 individuals have been notified of suspicion in 384 criminal proceedings in these areas. 530 indictments have already been sent to court

"Dishonest procurement"

"Dishonest procurement," according to the Prosecutor General, is the area with the largest amount of established losses — UAH 3.9 billion.

"Abuse, inflated prices, negligence, and embezzlement during the procurement of equipment, food, services, and the construction of defensive structures for the Defense Forces. The state and communities have already been reimbursed UAH 554.9 million," he said.

But, Kravchenko noted, these figures are not only about money.

"Undelivered equipment, poorly performed work, or an inflated procurement cost represent resources that our service members may lack at a critical moment. A total of 132 individuals have been notified of suspicion in 59 proceedings. 86 indictments have been sent to court, 29 of them concerning commanders of military units and heads of institutions," the Prosecutor General said.

"Corrupt payments"

According to the Prosecutor General, "more than UAH 251.6 million in losses resulting from illegal payments and the misappropriation of service members’ monetary allowances".

"The largest amount — UAH 174.6 million — involved so-called 'combat payments' accrued to those who did not actually perform combat missions. Another UAH 22.8 million was paid on the basis of forged documents, while UAH 4.7 million was lost due to official negligence. A total of 173 individuals have been notified of suspicion in 117 proceedings. 221 indictments have been sent to court, 32 concerning commanders and heads of institutions," Kravchenko said.

"Illegal tourism"

"Schemes for illegally transporting people across the state border, channel organizers, accomplices, and corrupt officials. The documented amount of unlawful benefit exceeds UAH 35 million. A total of 131 individuals have been notified of suspicion in 82 criminal proceedings. 148 indictments have been sent to court," the Prosecutor General said.

"The other side of the TCRs and military medical commissions"

"Fictitious unfitness for service, illegal deferments, and assistance in evading military service. Behind each such 'service' there is not only a bribe, but also a direct blow to the state’s mobilization capacity. 

Approximately UAH 23 million in unlawful benefits has been documented. Payment was made not only in money; cars and fuel vouchers were also transferred.

A total of 52 officials have been notified of suspicion in 126 criminal proceedings. 75 indictments have been sent to court, 13 of them concerning heads of TCRs and military medical commissions," Kravchenko said.

"Defense interest"

According to him, a separate area is "Defense Interest." This involves the return, through the courts, of illegally alienated land, property, and other defense-related assets.

"This year, prosecutors filed 356 lawsuits worth UAH 44.9 billion. The courts have already granted 187 lawsuits worth UAH 36.3 billion. Court decisions worth UAH 92.1 billion have been enforced, including the value of land and property returned to the state," he said.

For me, the results of this work are measured in concrete terms: the scheme has been stopped, those responsible have been identified and held accountable, what was stolen is being returned to the state, and losses are being compensated. Our position remains unchanged: defense will not be used as a tool for profiteering. We continue our work
