EU prepares pre-accession benefits for Ukraine as rapid membership is delayed

The EU is preparing a model for Ukraine's gradual integration with access to the market and programs without voting rights. Membership is possible no earlier than 2027 due to required reforms.

The European Union is developing a package of short-term benefits for Ukraine to bring it closer to the bloc amid fading expectations of rapid accession. This was reported by Politico, according to UNN.

According to diplomats, the new initiative provides for Ukraine's expanded access to the EU market, as well as deeper participation in the bloc's programs and institutions. This refers to the so-called gradual integration model, which will allow Kyiv to receive some of the benefits even before formal membership.

Why rapid accession was postponed
The initiative emerged after EU countries rejected the idea of Ukraine's accelerated accession without the completion of reforms. According to diplomats, membership in the short term currently looks unlikely.
Germany and France, which support Ukraine but oppose hasty decisions, are among the key participants in shaping the new approach.
German Chancellor Friedrich Merz stated that rapid membership is "impossible," but suggested expanding Ukraine's participation in the work of European institutions.
What options are being considered
Among the possible steps are Ukraine's partial connection to the single market, participation in financial programs, and even presence in EU structures without voting rights.
Separately, the idea of a special status for Ukraine is being discussed, which would confirm the irreversibility of its European course.

Kyiv is also pushing for practical economic solutions, particularly trade facilitation through the ACAA agreement and the involvement of Ukrainian companies in European industrial projects.
Accession prospects
Despite political support, the process of Ukraine's accession to the EU remains lengthy. According to European officials' estimates, even with rapid progress in reforms, closing the negotiation chapters is possible no earlier than 2027.
At the same time, the EU emphasizes that no interim solutions will replace full membership, which remains the strategic goal.
