Scheme with fictitious military personnel uncovered in Odesa region, involving over 15 million

Five military commanders illegally accrued payments to 19 individuals who were not serving. The suspects have been taken into custody for the embezzlement of state funds.

In Odesa region, law enforcement officers exposed a group of military officials who organized a scheme of fictitious registration of people for service and illegally received more than UAH 15.2 million in budget funds. This was reported by the Prosecutor General's Office on Monday, UNN reports.

According to the investigation, in 2022-2025, 19 people who did not actually serve were included in the personnel lists. At the same time, documents were drawn up for them about their alleged performance of official duties.
This allowed for the accrual of monetary allowances and additional payments. As a result, according to the investigation, more than UAH 15.2 million was embezzled.
The organized group included the commander of the military unit, two of his deputies, the deputy battalion commander - chief of staff, and the company commander. Commanders under their control, unaware of the scheme, drew up reports on alleged service, which were subsequently approved and used for illegal payments.
The funds received by the "servicemen" were handed over to the organizers in cash or transferred to bank accounts.
"During the searches, documents, draft records, bank cards, cash, weapons, ammunition and other evidence were seized. The actions of the suspects were qualified under a number of articles of the Criminal Code of Ukraine, including abuse of power, official forgery, providing undue benefits and aiding in evasion of military service. All five were remanded in custody with the alternative of bail," the post says.
