International assistance to Ukraine in 2025: what the government expects

The government plans to cover the 2025 budget deficit with $36.9 billion in external borrowings. The EU, IMF, and the US will be the main donors, and Ukraine's economy may grow by 4.3%.
Amid the war, Ukraine remains extremely dependent on international financial assistance. It is expected that the state budget deficit will be covered by the support of foreign partners, UNN writes.
The state budget for 2025 envisages UAH 1.658 trillion (USD 36.9 billion at the exchange rate of UAH 45/USD) in external borrowings and UAH 579 billion in internal borrowings. The weighted average interest rate for internal debt instruments is about 16% per annum, and for external debt instruments - about 5% per annum.
The IMF is expected to provide Ukraine with $2.7 billion, the European Union with $11.9 billion, and the International Bank for Reconstruction and Development (i.e., the United States) with $3.1 billion. Ukraine plans to raise $19.1 billion from “other creditors.
According to Vasyl Furman, a member of the National Bank of Ukraine's Council, Ukraine will receive about $38 billion in foreign financial assistance in 2025. He also said that, according to the NBU's forecasts, the Ukrainian economy will grow by 4.3% in 2025.
In addition, according to him, inflation is expected to decline in Ukraine. A similar figure for external financing at $38 billion was recently expressed by the head of the government Denys Shmyhal.
