The European Union has adopted a so-called "mini-package" of sanctions against Russia within the framework of the sanctions regime for the Russian Federation's war of aggression against Ukraine; the new EU restrictions target energy revenues, the military-industrial complex, as well as propaganda and human rights violations, the Council of the EU reported on Monday, according to UNN.

The Council of the EU today adopted a series of restrictive measures to combat Russia's war of aggression against Ukraine, its hybrid activities, and systematic disregard for international law, including human rights. The package of additional listings consists of a total of 34 individuals and 47 entities,

These measures, as stated, "will further restrict the Russian military-industrial complex, reduce Russia's energy revenues by targeting the ecosystem of its 'shadow fleet', disrupt hybrid threats and the spread of Russian state propaganda justifying its war of aggression, and expose systematic repression and human rights violations in Russia, as well as the country's repeated disregard for the Chemical Weapons Convention."

"Today we approved another package of sanctions to increase pressure on Russia to end the war. These measures strike at the very heart of the Russian military-industrial complex, its 'shadow fleet', and the networks fueling Moscow's hybrid attacks against Europe. In parallel, work continues on a broader 21st sanctions package. Every measure narrows Russia's room for maneuver. And the numbers speak for themselves. Western sanctions have already cost Russia approximately 1 to 1.3 trillion euros. Brick by brick, we are dismantling the foundations of Russia's war economy," commented EU High Representative for Foreign Affairs and Security Policy Kaja Kallas.

Russia's military-industrial complex

"In view of the continuation and escalation of the Russian Federation's aggression against Ukraine, which continues to cause immense suffering to the civilian population, the EU is introducing restrictive measures against 7 individuals and 21 entities that support the Russian military-industrial complex and its partners in third countries," the statement said.

These measures, as indicated, "target several manufacturers and suppliers of drones and other military equipment for the Russian armed forces for use in the war of aggression against Ukraine, including JSC 'Lavochkin Research and Production Association', founded by the Russian state space corporation 'Roscosmos', LLC 'Rustakt', LLC 'ASFPV', LLC 'IONOS', and the Chinese company Shenzhen Minghuaxin and Xinxiang Richful Lubricant Additive Company – one of the largest manufacturers and distributors of lubricant additives in China – as well as the 'ERA' Military Innovation Technopolis and the Foundation for Advanced Research, both established by the government of the Russian Federation to develop advanced military-grade unmanned systems."

Russia's shadow fleet ecosystem

"Energy revenues continue to provide a lifeline for Russia's struggling economy. Today's package includes the listing of two individuals – Tahir Garayev and Konstantin Rogach – and 24 entities involved in the supply and export of oil or petroleum products from Russia, particularly through Russia's 'shadow fleet', a tool designed to circumvent EU sanctions and which poses a threat to maritime safety and the environment," the statement said.

As noted, these sanctions lists are expanded to include "'Lukoil-Western Siberia' and numerous companies based in Russia, Liberia, Turkey, the United Arab Emirates, Azerbaijan, and Hong Kong."

Russia's illegal annexation of Crimea and the city of Sevastopol

"Following an annual review, the Council of the EU also decided to renew the restrictive measures introduced by the EU in response to the illegal annexation of Crimea and the city of Sevastopol by the Russian Federation, and to extend these measures until June 23, 2027," the statement said.

The EU, as emphasized, "does not recognize and continues to condemn the illegal annexation of Crimea and Sevastopol by the Russian Federation as a violation of international law."
