White House lawyers are preparing staff to work with a Congress in which Democrats hold the majority. This is being done through closed-door briefings where employees are reminded how congressional oversight works and offered best practices for interacting with it. This was reported by UNN with reference to The Washington Post.

According to two people who agreed to speak on condition of anonymity, these briefings last approximately 30 minutes and include a PowerPoint presentation on congressional oversight.
At the same time, the Office of the White House Counsel "provided relevant stakeholders with guidance on ensuring compliance with oversight requirements and adhering to best practices, starting in January 2025."
At least some staff viewed these briefings as preparatory measures, given the growing sentiment within the Trump administration that the Republican Party is in a difficult position and it is time to prepare for worst-case scenarios
