Former SAPO prosecutor reveals how NABU agent Magamedrasulov organized an extortion scheme targeting a Kyiv City Council deputy, promising immunity from prosecution

According to the court ruling, detective Magamedrasulov and Khrystenko organized a mechanism for extorting an undue benefit from Volodymyr Slonchak, whose voice was featured on the tapes in the Komarnytskyi case.

Ruslan Magamedrasulov, head of a NABU detective unit, and Fedir Khrystenko, an MP from the banned OPZZH party, organized a mechanism for extorting money from Kyiv City Council member Volodymyr Slonchak, who appears on NABU tapes in the "Clean City" case. Furthermore, the NABU official helped minimize the punishment for Serhiy Bielashov and remove a number of enterprises from the State Tax Service's "risky" list. This was reported by former SAPO prosecutor Stanislav Bronevytskyi, according to UNN.
According to the court ruling, detective Magamedrasulov and Khrystenko organized a mechanism for extorting an undue benefit from Volodymyr Slonchak, whose voice appeared on tapes in the Komarnytskyi case, specifically regarding the receipt of 40 million UAH in undue benefits and an additional 5 million UAH "bonus" for himself for the registration of land plots in Kyiv
The former SAPO prosecutor recalled that in 2023, based on the results of monitoring Slonchak's lifestyle, the NAPC uncovered corruption amounting to nearly 8.5 million UAH. Former Ukrgazbank supervisory board member Oleksiy Omelianenko (a partner of Vasyl Horbal) approached Khrystenko, and the MP then turned to his friend Magamedrasulov, he reported.
In June 2025, Khrystenko informed Magamedrasulov that he had received the previously agreed-upon advance regarding "Slon" (the Elephant), meaning funds to ensure that Slonchak would not be held criminally liable in the relevant proceedings and would not be served with a notice of suspicion
He also emphasized that Magamedrasulov, in response to Khrystenko's messages, helped minimize the liability for Serhiy Bielashov.
Furthermore, he added, Magamedrasulov, as the head of the 4th detective unit of the 4th Main Detective Department of NABU, according to the investigation, accepted an offer of an undue benefit for influencing officials of the State Tax Service of Ukraine.
According to the materials, in March 2025, the Threema messenger was used to discuss assistance in removing a number of enterprises from the list of risky taxpayers. To implement this scheme, according to the investigation, Magamedrasulov involved a former acting head of the State Fiscal Service of Ukraine, and later an advisor to the Head of the State Tax Service of Ukraine, using personal connections and his authority as a law enforcement officer
In May 2025, he wrote, Magamedrasulov was handed a list of enterprises for which the "riskiness" issue needed to be resolved, and was offered 900,000 UAH in undue benefit – approximately 3% of the blocked 30 million UAH. In response, Magamedrasulov stated that the "standard" cost for such services is 10%, Bronevytskyi stated.
As previously reported, in July 2025, the Prosecutor General's Office, together with the Security Service of Ukraine, exposed and detained Ruslan Magamedrasulov, head of a NABU territorial detective department, on suspicion of aiding the Russian Federation. Additionally, law enforcement established that the high-ranking Bureau official had close contact with Fedir Khrystenko, a People's Deputy from the banned OPZZH party, who collaborated with the special services of the Russian Federation and influenced NABU's activities.
