Civil servants will be paid extra for knowledge of English. The Cabinet of Ministers has approved the procedure

The Cabinet of Ministers has approved the procedure for paying allowances for English proficiency to civil servants. An allowance of 10% of the salary will be received by those who speak the language at a level not lower than B2.

The Cabinet of Ministers has approved the procedure for establishing and paying bonuses to civil servants for proficiency in English. This was announced by the government's representative in the Verkhovna Rada, Taras Melnychuk, on Telegram, reports UNN.

The procedure for establishing and paying bonuses to civil servants for proficiency in English, which will come into force simultaneously with the entry into force of part six of Article 4 of the Law of Ukraine "On the Use of English Language in Ukraine" and will be valid for four years, has been approved 

- Melnychuk said.

Addition

In June last year, the Verkhovna Rada adopted in the second reading a bill that gives English the status of one of the languages of international communication in Ukraine. The document defines the categories of positions for which candidates are required to be proficient in English, and will also ensure the study of English in preschool institutions.

According to the bill, the state will promote the study of English by citizens of Ukraine. It is noted that persons applying for the following positions must be proficient in English:

  • civil service category "A";
    • civil service categories "B" and "V", the list of which is established by the Cabinet of Ministers;
      • heads of local state administrations, their first deputies and deputies;
        • officers, sergeants and warrant officers who are on military service under contract, the list of which is established by the Government;
          • middle and senior police officers of the National Police of Ukraine, senior positions in other law enforcement agencies, senior positions in the civil protection service, the list of which is established by the Cabinet of Ministers;
            • prosecutors;
              • in tax and customs authorities;
                • heads, members of the executive body, members of the supervisory board (board of directors) and other officials of state-owned enterprises, business associations, in the authorized capital of which more than 50% of shares (stakes) belong to the state;
                  • heads of state scientific institutions;
                    • heads of higher education institutions;
                      • in the field of education and science.

                        The document also provides for incentives for persons holding these positions. Thus, if a person is proficient in English at a level not lower than B2, they will be entitled to a bonus of 10% of the salary.

                        In March, the Cabinet of Ministers approved the procedure for establishing a bonus of 10% of the salary for proficiency in English at a level not lower than B2 for certain categories of persons.

                        Also, the Cabinet of Ministers approved the list of positions of civil service categories "B" and "V", candidates for which are required to be proficient in English.

                        In addition, the government determined the list of positions in the State Tax Service and the Customs Service that must be proficient in English.

                        In December, the Cabinet of Ministers approved the list of positions in the National Police, the State Bureau of Investigation, the National Anti-Corruption Bureau and the State Emergency Service that are required to be proficient in English. Also, candidates applying for positions in these bodies will have to be proficient in English.
