In a court filing submitted on Sunday, the Department of Justice stated that a shooting that occurred near the White House on Saturday demonstrated an "urgent need" to strengthen security systems.

Court previously blocked construction

In April, U.S. District Judge Richard Leon ruled that Trump lacked the legal authority to begin construction without congressional approval. The judge issued an injunction against "ground construction of the planned ballroom," but an appeals court subsequently issued a temporary stay on that decision, and work continued.

The Department of Justice had previously asked the court to lift the restrictions following a failed attack during the White House Correspondents' Association dinner in April. At that time, Judge Leon did not respond to the request.
