The US has released a memorandum with Iran on a ceasefire and the lifting of sanctions. The agreement provides for 300 billion dollars for development and the renunciation of nuclear weapons.

A senior U.S. administration official read the 14-point document, which outlines provisions for the restoration of the Strait of Hormuz, the easing of certain financial restrictions on Iran, and sets expectations for resolving the Iranian nuclear program issue during upcoming technical talks
The document, titled "Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran," was released following outrage that its text had not been made public.
It is essentially an agreement that allows us to immediately open the Strait of Hormuz, commits the Iranians to destroying nuclear dust, and then gives us the opportunity, if the Iranians improve their behavior, to respond by increasing economic and sanctions relief that could make them a more prosperous country
The memorandum is to be officially signed on Friday, triggering a 60-day period for negotiations on the final terms of the deal.
In particular, the plan provides for:
- The U.S. and Iran and their allies in the current war sign this Memorandum of Understanding to announce an immediate and permanent cessation of military operations on all fronts, including Lebanon, and commit from now on not to start any war or any military operation against each other, to refrain from the threat or use of force against each other, and to ensure the territorial integrity and sovereignty of Lebanon;
- The U.S. and Iran commit to respecting each other's sovereignty and territorial integrity and to refrain from interfering in each other's internal affairs;
- The U.S. and Iran commit to conducting negotiations and reaching a final agreement within a maximum of 60 days, with the possibility of extension by mutual consent;
- Immediately after the signing of this Memorandum, the U.S. will begin lifting its naval blockade and any disturbances or obstacles against Iran and will completely cease the naval blockade within 30 days. During this period, vessel traffic will be proportional to the amount of pre-war traffic being restored by Iran. The U.S. also commits to withdrawing its troops from Iranian territory within 30 days after the final agreement;
- Following the signing of this Memorandum, Iran will make every effort for the safe and free passage of commercial vessels within 60 days from the Persian Gulf to the Sea of Oman and vice versa. Commercial vessel traffic will begin immediately, and given the need to remove technical and military obstacles, mine clearance by Iran will be implemented within 30 days;
- The U.S. commits to developing, together with regional partners, a final, mutually agreed-upon plan worth at least $300 billion for the reconstruction and economic development of Iran;
- The U.S. commits to ending all types of sanctions against Iran;
- Iran confirms that it will not procure or develop nuclear weapons;
- Until a final agreement is reached, the U.S. and Iran agree to maintain the status quo. Iran will maintain the current status quo of its nuclear program, and the U.S. will not impose any new sanctions or deploy additional forces to the region;
- The U.S. commits that immediately after the signing of this Memorandum of Understanding and until the termination of sanctions, the U.S. Department of the Treasury will grant authorizations for the export of Iranian crude oil, petroleum products, and derivatives, as well as for all related services, including banking operations, insurance, transportation, etc.
- The U.S. commits to fully making available for use Iran's frozen or restricted funds and assets upon implementation of this Memorandum;
- The countries agree to establish an executive mechanism to monitor the successful implementation of this Memorandum of Understanding and subsequent compliance with the final agreement;
- Following the signing of this Memorandum of Understanding and provided that the implementation of points 1, 4, 5, 10, and 11 of this Memorandum of Understanding has begun, as well as the further implementation of these measures, the U.S. and Iran will begin negotiations on a final agreement exclusively regarding the other points;
- The final agreement will be approved by a binding UN Security Council resolution.
