From January to April 2024, the Russian Federation exported 850,000 tons of grain from the occupied territories. Ukraine is preparing sanctions against the Russian shadow fleet.

Between January and April 2026 alone, Russia exported over 850,000 tons of grain from the occupied territories of Ukraine. This was reported by Foreign Minister Andrii Sybiha, who added that Ukraine will pursue the Russian shadow grain fleet and its accomplices across all geographical boundaries, reports UNN.
According to available data, between January and April 2026 alone, 25 vessels of the Russian grain fleet made about 50 direct voyages from closed Ukrainian ports in the temporarily occupied territories to ports in third countries. Most of these trips were intended for the transportation of illegal grain cargoes. During this period, over 850,000 tons of grain were exported from the occupied territories of Ukraine. More than 50% of this volume was illegally removed from a single closed port in the city of Sevastopol. Another 13% of the total volume was shipped from the ports of the Sea of Azov — Mariupol and Berdiansk
According to him, Ukraine is aware of the vessels, companies, owners, and other details.

The Foreign Minister added that Ukraine consistently raises the issue of closed seaports in the Black and Azov Seas within the International Maritime Organization (IMO).
In particular, IMO Assembly Resolution A.1183(33) of December 4, 2023, called on member states to inform their vessels, shipowners, ship operators, and insurance brokers of the need to refrain from violating the closed seaport regime and to conduct investigations into alleged violations of this regime.

We warn all entities and countries that we will respond harshly to any theft of our grain. That is why Ukraine will intensify efforts to counter the Russian shadow grain fleet, initiating new sanctions in the EU, G7, and other jurisdictions against everyone involved in this theft and illegal trade.
