Ukraine has struck Russian oil refineries outside its territory, but the United States does not support such strikes and has communicated this long-standing policy to Ukraine.

When asked whether Washington had contacted Kyiv on this issue after the strike on another Russian refinery in Samara, Miller refused to answer.
At the same time, he noted that the US position he voiced reflected a "long-term policy" of the American side, and this was clearly communicated to Ukrainian partners.
Context
Recently, the Financial Times cited sources as saying that the US administration might have urged Ukraine to stop striking Russian refineries, as this could provoke a rise in fuel prices. The White House has neither officially denied nor confirmed this information.
