Rosgvardia has for the first time added provisions to civil defense rules regarding protection against threats during mobilization and martial law. This indicates preparation for suppressing mass protests after the announcement of mobilization.

The Russian National Guard has updated its own civil defense regulations, for the first time adding provisions for protection against "threats during mobilization, martial law, and wartime." This was reported by the Center for Countering Disinformation under the National Security and Defense Council of Ukraine (CCD), reports UNN.

It is noted that such steps indicate the Kremlin's security apparatus is preparing in advance to suppress possible mass protests after the announcement of mobilization.
Despite attempts to hide the true scale of problems at the front, the systematic updating of legislation and the construction of military training grounds indicate preparation for a new wave of conscription in the Russian Federation
They add that the Russian authorities are systematically expanding the list of categories of citizens for recruitment into the war, preparing to mobilize over 500 thousand Russians.
