In Zhytomyr Region, the head of a Territorial Recruitment Center was detained for an "subscription fee" for non-conscription. The official promised immunity from mobilization for an entrepreneur's employees in exchange for money.
In the Zhytomyr region, the head of the regional Territorial Recruitment Center (TRC) was detained for an "subscription fee" for non-conscription, Prosecutor General Ruslan Kravchenko reported on social media on Wednesday, UNN writes.
The acting head of the Zhytomyr Regional TRC was exposed and detained while receiving an improper benefit. It all started with a consultation regarding the legal procedure for deferring employees. A local entrepreneur approached the TRC official to find out how to legally arrange deferments for hired workers. However, he received an offer – to pay monthly for their "non-conscription"

According to the Prosecutor General, the investigation suggests that "the head of the regional TRC introduced a monthly 'subscription fee' for the entrepreneur." In exchange, as stated, he promised not to mobilize his employees and effectively provide them with "immunity" from checks by TRC mobile groups, particularly when crossing checkpoints.
"To operate the scheme, he requested a list of employees with personal data and phone numbers. In the event they were stopped by TRC servicemen, the official was to 'react' promptly and prevent their mobilization. Moreover, he advised warning the employees to avoid situations that could attract police attention and lead to additional checks," Kravchenko indicated.
Law enforcement officers, as noted by the Prosecutor General, documented several episodes of him receiving improper benefits. He was caught red-handed after another transfer of funds.
The official was detained in accordance with Art. 208 of the Criminal Procedure Code of Ukraine. He has been notified of suspicion under Part 3 of Art. 368 of the Criminal Code of Ukraine. The issue of selecting a preventive measure is being decided. The "subscription fee" has been canceled
The crime was uncovered thanks to the joint efforts of prosecutors from the Office of the Prosecutor General and the SBU.
