Three air bases in the east of the United Kingdom: Lakenheath, Mildenhall and Feltwell are used by the United States Air Force(USAF). The US has not yet confirmed whether the drones were spotted by the enemy in November.
Opponents, probably Russia or China, can use drones to collect data in parallel with other intelligence-gathering strategies. But they are unlikely to risk using a highly regarded intelligence officer, both explicit and illegal, for something like this.
A British UFO hunter believes that if foreign enemies were responsible for the incident, they could use the services of third parties, possibly providing local UAV enthusiasts with certain equipment.

Pope added that Lord Cocker's statement in Parliament that the intrusion is being treated as a criminal investigation to bring those responsible to Justice confirms his hypothesis.
