Scientific developments for state needs will be conducted under new rules

At a meeting on June 10, 2026, the Cabinet of Ministers of Ukraine approved a new Procedure for conducting the competitive selection of scientific and technical (experimental) developments within the framework of forming the state order for the most important scientific and technical developments and scientific and technical products. This was reported by the press service of the Ministry of Education and Science, according to UNN.

The new procedure clarifies the process by which the state identifies the technical solutions it needs, the rules for conducting competitive selection, the monitoring of work execution, and the evaluation of the results obtained. 

This will allow for more effective direction of budget funds toward developments that have practical applications. This includes, in particular, new materials and technologies (including dual-use technologies) that can be used for the needs of the economy, national security, and defense. Such an approach will help the state more effectively order necessary developments, and help universities and research institutions work on applied solutions with specific results.

Key changes include:

• the powers of ministries and other central executive bodies during the formation of state order topics are clearly defined;

• their participation in evaluating work results and transferring them for further use has been regulated;

• the tasks of the Scientific and Technical Council of the Ministry of Education and Science of Ukraine and its sections have been clarified;

• the institute of curators, who will represent the interests of ministries and other central executive bodies during the formation and execution of the state order, has been officially introduced;

• the procedure for transferring work results for scaling has been defined.

During the war, the science and innovation sector is of particular importance to the state. Ukrainian researchers are already creating solutions that help the military, strengthen defense capabilities, and provide the country with new dual-use technologies. Therefore, it is important that the state can effectively cooperate with the scientific community and more quickly transform ideas and concepts into practical results and scale them up,

The updated procedure will also strengthen the capacity of Ukrainian universities, research institutions, and innovative enterprises to conduct applied research, create technological solutions, and bring them to practical use. This is important for the development of science that addresses the country's current demands and delivers results for the economy, national security, and defense.

It is noted that in the near future, the Ministry of Education and Science will announce a competition under the updated procedure.
