The President signed a decree to increase the salary for family doctors in rural areas starting in 2025. The document also provides for housing compensation for doctors moving to rural areas.

President of Ukraine Volodymyr Zelenskyy has signed a decree instructing the Cabinet of Ministers to increase the capitalization rate for family doctors providing medical care to people living in rural areas in the 2025 budget.

Health Minister Viktor Lyashko said this during a telethon, UNN reports .

Today, on the occasion of the Day of the Medical Worker, the President signed five decrees related to the medical community. One of the decrees requires the government to increase the capital rate for family doctors who provide medical care to people living in rural areas in the budget for 2025. This will allow us to increase revenues to the primary healthcare system and will lead to an increase in salaries of healthcare workers working in settlements with low population density, and it will motivate young specialists to come to rural areas

- Lyashko said. 

He added that the decree also provides for compensation for the purchase of housing if a healthcare worker changes his or her place of work and moves to another locality.

Decree of the President of Ukraine Volodymyr Zelenskyy No. 483/2024 provides for a number of instructions to the Cabinet of Ministers, in particular:

  • establishing an increased adjustment coefficient to the basic capital rate in the program of state guarantees of medical care for the population for 2025 in cases where primary health care services are provided at the place of service of the patient in accordance with the declarations in health care facilities located in rural areas;
  • compensation for lease payments related to the purchase of housing by healthcare workers (specialists and professionals) in connection with their relocation to a new place of work, with priority given to filling vacancies in rural areas. 
  • Also, consider taking additional measures to increase the availability of medicines and medical devices, including by: ensuring their delivery by postal operators, including under the “Affordable Medicines” program;
  • introducing incentives for the use of existing infrastructure, including medical and pharmacy infrastructure;
  • expanding the network of pharmacies and primary health care centers engaged in activities related to the circulation of narcotic drugs, psychotropic substances and precursors to cover and ensure patient access to this category of drugs, given the increase in palliative care, complex patients, and injuries related to the armed aggression of the Russian Federation against Ukraine.

President of Ukraine Volodymyr Zelenskyy said that the Ministry of Defense and the General Staff of the Armed Forces of Ukraine should deploy a medical information system in military units by the end of the year to make the route of the wounded transparent and clear . The President also instructed the Cabinet of Ministers to provide funding for the creation of a modern rehabilitation hospital.
