Kibrey pointed out that in recent weeks and months, the United States has seen the Russians use North Korean ballistic missiles in their strikes against Ukraine. According to him, Putin is now "desperate."
"He's desperate for help and military capabilities because export controls and sanctions have turned the economy he had before this war into a wartime economy. And he is desperately looking to countries like Iran and North Korea for help," Kirby said.
According to Kirby, military cooperation between Russia and the DPRK is dangerous not only for the people of Ukraine. "It is also dangerous for the Indo-Pacific region. Any perception of a growing defense relationship between North Korea and Russia will have implications for our collective security and our national security requirements in the Indo-Pacific," Kirby said.
He also said that the United States will take steps to mitigate the risks to the extent possible, not only on its own but also together with allies and partners.
