In Kamianske, representatives of the TCC detained a man, using force and gas canisters against women. Ombudsman Lubinets called the use of balaclavas during mobilization unacceptable.
In the city of Kamianske, Dnipropetrovsk region, representatives of the TCC (Territorial Recruitment Center) detained a man near the administrative services center. They used physical force against him, and against women who tried to help him - pepper spray. Moreover, the TCC representatives were wearing balaclavas, reports UNN citing the Verkhovna Rada of Ukraine Commissioner for Human Rights Dmytro Lubinets.

In the footage, it is preliminarily recorded how TCC and SP (Support Service) representatives forcibly detain a man and place him in a service vehicle. Women who were nearby tried to intervene in the situation. At the same time, as can be seen in the video, pepper spray was likely used against one of them. And another detail that immediately catches the eye: some of the individuals involved in the detention were wearing balaclavas
Lubinets once again emphasized that the use of balaclavas during mobilization measures is unacceptable.
Every person must clearly understand who exactly is checking their documents, stopping them, or applying coercive measures. If faces are hidden, it is much more difficult to identify a person who may have exceeded their authority or violated human rights. That is why TCC and SP representatives, while performing their official duties, must be properly identified and present their service IDs in accordance with the requirements of Ukrainian legislation
The Ombudsman instructed the Commissioner's Representative in the Dnipropetrovsk region, Oleksii Urlatkin, to thoroughly investigate the situation. Relevant letters demanding an investigation into the situation have already been sent to the Main Directorate of the Military Law Enforcement Service in the Armed Forces of Ukraine, as well as to the Dnipropetrovsk Regional TCC.
The story from the Dnipropetrovsk region is not just about one specific episode. It is another reminder that mobilization measures must take place exclusively within the framework of the law
