New rules on the protection of IDPs in Ukraine - Zelenskyy signed the law

The document updates the current legislation on the protection of internally displaced persons and harmonizes it with international standards. It also provides for the legislative consolidation of new terms and the replacement of the certificate with an extract from the database.
The President of Ukraine signed a law that comprehensively updates the current legislation on the protection of internally displaced persons and harmonizes it with international standards. This was reported by UNN with reference to draft law No. 4924-IX.
Details
According to the explanatory note, the purpose of the draft law is to ensure that all internally displaced persons can enjoy the full scope of constitutional rights and freedoms regardless of their registration as such, allowing the establishment of additional requirements and obligations only in those cases and to the extent that are conditioned by the use of additional (special) benefits and are necessary to prevent abuse of the right to such benefits.
It also states that 10 years after the Verkhovna Rada of Ukraine adopted the Law of Ukraine "On Ensuring the Rights and Freedoms of Internally Displaced Persons," a need arose to supplement the current legislation in accordance with international standards, in particular with the norms of the UN Guiding Principles on Internal Displacement.
The draft law proposes to restate the existing law "On Ensuring the Rights and Freedoms of Internally Displaced Persons" in a new version, as well as to amend Section XV "Final Provisions" of the Law of Ukraine "On Compulsory State Pension Insurance" and Article 73 of the Law of Ukraine "On Enforcement Proceedings"
In particular, it is proposed to enshrine at the legislative level the terms "abandoned place of residence," "adaptation," "integration," "reintegration," and "place of temporary residence."
It also provides for the formation of an extract from the Database on Internally Displaced Persons instead of a certificate of registration as an internally displaced person in order to eliminate the dependence of access to services on its availability.

The Verkhovna Rada of Ukraine adopted a draft law that introduces a new database for verifying the needs of IDPs and improves mechanisms for providing temporary housing to displaced persons.
