It is noted that after the start of the full-scale aggression against Ukraine in 2022, the intensity of Russia's hybrid actions against Poland increased significantly. This includes cyberattacks on critical infrastructure and sabotage activities.

Large-scale disinformation operations were utilized, including Doppelgänger (creating fake copies of media and government websites) and Matryoshka (spreading fakes through a large number of accounts). The use of migration pressure through the territory of Belarus was also noted,

It is indicated that the goal of Russia's hybrid operations is to destabilize the internal situation in Poland, undermine public trust, and weaken its role as a key logistical hub for aid to Ukraine.

"Russia continues to operate within a hybrid strategy, testing the limits of the West's reaction and avoiding direct military escalation with NATO. Countering such threats requires strengthening allied coordination, cyber defense, and resilience to information operations," the CCD concludes.
