It is noted that during an organized event with the personnel of the Russian Navy on July 26, Putin stated that he primarily relies on information from official sources, but analyzes the entire spectrum of information he receives to make final conclusions. At the same time, according to him, there are also "bloggers" whom he sometimes reads, and some of them "hit the mark" and do a good job, while others pursue only their own interests.

Russian milbloggers have long complained that Russian commanders and officials lie about Russian offensives on the battlefield. ... "Mobilization is exclusively Putin's personal decision, which depends on his personal perception of the situation on the battlefield and the Kremlin's honesty, and it remains unclear whether Putin will decide to introduce mobilization and how exactly," ISW concludes.
