Passport in exchange for heat: occupiers issue coal instead of money – NRC

In the Kherson region, the occupiers are issuing coal instead of money only to holders of Russian passports. In this way, the enemy is forcing people into passportization and collecting personal data.

The occupation administration of the Kherson region has turned promised social support into a tool for forced passportization: instead of the previously announced cash payments for the heating season, the invaders are introducing the distribution of coal in kind. This is reported by the National Resistance Center of the SOF of the Armed Forces of Ukraine (NRC), UNN reports.

It is noted that such "aid" is aimed exclusively at residents of the private sector whose homes do not have access to gas supply or centralized heating networks.
However, the right to receive fuel is directly tied to loyalty to the occupation regime. The key condition for the distribution of coal is the possession of a Russian passport and mandatory registration in the invaders' registries. Thus, people are deliberately faced with a harsh choice: to remain without heating in winter or to submit to forced passportization under the close supervision of Russian security forces,
It is indicated that the refusal of cash payments opens up wide opportunities for manipulation and corruption among Kremlin puppets.
"Instead of the promised amount of 25,000 rubles, which people could have spent at their own discretion, they become completely dependent on the logistics and will of the local commandant's offices. The entire process of 'social support' has been turned into a large-scale operation to collect personal data and strengthen total control over the local population," the NRC states.

In the Kherson region, the enemy is building commercial housing for its military instead of restoring the homes of locals. Residents of the temporarily occupied territories are being denied compensation for housing.
