Context
On July 26, Iran accused Ukraine of allegedly attacking a civilian vessel in the Caspian Sea, claiming one dead and one injured sailor.
Later, Tehran summoned Ukraine's chargé d'affaires in Tehran over the attack on the Iranian merchant vessel.
On July 28, acting Foreign Minister Andrii Sybiha called Iranian Foreign Minister Abbas Araghchi and assured him of Ukraine's desire to avoid escalation.
