The Council of the EU has approved the seventh payment of €2.8 billion for Ukraine. The funds are being allocated for the implementation of reforms and the early execution of the modernization plan.

The Council of the EU has approved the seventh payment of nearly 2.8 billion euros for Ukraine under the Ukraine Facility, the EU institution reported on Thursday, according to UNN.

Ukraine will receive a payment of nearly 2.8 billion euros after the Council of the EU adopted a decision on the seventh regular tranche of support under the EU's Ukraine Facility. This amount reflects Ukraine's successful completion of eleven out of twenty steps required for the seventh tranche,

The decision, as stated, "also reflects Ukraine's fulfillment of a number of outstanding steps, including one required for the fifth tranche and two required for the sixth tranche."

"In addition, Ukraine completed a number of steps earlier than required by the Ukraine Plan. In particular, it has already completed two steps for the eighth tranche and two steps for the ninth tranche. According to the new methodology adopted by the European Commission, Ukraine will receive compensation for such early fulfillment for the first time," the Council of the EU noted.

Payments under the Ukraine Facility are linked to the Ukraine Plan, which "outlines Ukraine's strategy for recovery, reconstruction, and modernization, as well as a timeline for implementing reforms consistent with the country's goals for EU accession over the coming years."

The current seventh tranche follows the previous sixth tranche of approximately 2.3 billion euros from December 2025.

The Ukraine Facility, which entered into force on March 1, 2024, provides over 50 billion euros in stable financing in the form of grants and loans to support Ukraine's recovery, reconstruction, and modernization for the period from 2024 to 2027.

Of these 50 billion euros, approximately over 38 billion euros are intended to support reforms and investments outlined in the Ukraine Plan. Disbursements depend on the fulfillment of indicators set out in the plan. Since its entry into force, 6 billion euros have already been paid out under the Ukraine Facility through bridge financing, 1.89 billion euros in pre-financing, and six tranches of approximately 4.2 billion euros, 4.1 billion euros, 3.5 billion euros, 3.2 billion euros, 1.8 billion euros, and 2.3 billion euros respectively.

Following the European Commission's assessment of Ukraine's payment request on April 14, 2026, the Council of the EU "concluded that Ukraine has satisfactorily adopted a number of reforms set out in the Ukraine Plan." "Such reforms concern public financial management, the judicial system, anti-corruption and anti-money laundering efforts, financial markets, state asset management, human capital, and the business environment. Ukraine has also taken measures in the energy sector, transport sector, agri-food sector, critical raw materials management, digital transformation, green transition, and environmental protection," the Council of the EU indicated.
