Ukrainian President Volodymyr Zelenskyy's victory plan, which was presented in the last six months of US President Joe Biden's term, included bilateral cooperation on rare earth materials. Former US Secretary of State Anthony Blinken said this in an interview with CNBC, UNN writes.
