The Russian Federation plans to recruit 18.5 thousand foreigners by the end of 2026. Currently, more than 28,000 citizens of other states are already in the ranks of the enemy army.
By the end of 2026, the Kremlin aims to recruit at least 18.5 thousand foreign citizens for the war against Ukraine. This was reported by the Center for Countering Disinformation of the National Security and Defense Council of Ukraine (CCD), citing the Main Intelligence Directorate of the Ministry of Defense, according to UNN.

It is noted that recruitment takes place both inside the Russian Federation and within the countries themselves through embassies, "Russian Houses," and private recruiters.
As of now, more than 14,000 North Korean military personnel involved by Russia and over 28,000 recruited foreigners in the ranks of the Russian army have been identified.
