Viktor Dorosh has been dismissed from his position as director of the capital's hospital due to numerous violations. The investigation was launched following reports regarding the death of a serviceman.

The Kyiv City Health Department has decided to prematurely terminate the contract and dismiss Viktor Dorosh, the director of the Municipal Non-Profit Enterprise "Kyiv City Clinical Emergency Hospital," following the discovery of a series of violations during an inspection. This was reported by the department, according to UNN.
Based on the results of a comprehensive inspection of the Municipal Non-Profit Enterprise "Kyiv City Clinical Emergency Hospital," a decision was made to prematurely terminate the contract and dismiss the director of the institution, Viktor Dorosh, on June 18, 2024
The grounds for the dismissal of the hospital head were the discovery of numerous violations during the inspection, his failure to fulfill the terms of the contract, as well as the improper performance of his official duties.
The decision on the early termination, cancellation of the contract, and dismissal of Viktor Mykolayovych Dorosh from the position of director of the MNE was made in accordance with current legislation and based on the conclusions of the specialized commission. All recorded violations received the appropriate managerial and personnel assessment

In particular, activists reported that due to "medical negligence" at the Kyiv City Clinical Emergency Hospital, Serhiy Kuznetsov, a soldier of the 56th Separate Motorized Infantry Mariupol Brigade, died "after a relatively light shrapnel wound."
UNN, citing the Kyiv City State Administration (KCSA), reported that an inspection was being finalized at the MNE "Kyiv City Clinical Emergency Hospital" amid reports of the death of the wounded soldier of the 56th Separate Motorized Infantry Mariupol Brigade, Serhiy Kuznetsov. As reported by the KCSA Health Department, a number of violations were discovered at the medical facility, and appropriate managerial and personnel decisions will be made.
Also today, information appeared in the media about Kyiv resident Yuriy Tereshchuk, who was wounded during one of the Russian strikes on Kyiv. According to the man, after being wounded, he called the emergency medical service twice. The first time he received no answer, and during the second call, he was allegedly told that the team would only be able to depart after the air raid alert ended.
In response to the media reports, the KCSA stated that assertions taken out of context do not correspond to the actual work of Kyiv's healthcare system and devalue the daily work of medics who save the lives of city residents under wartime conditions.
