Skibitsky said that the increased frequency of missile and drone attacks by Russia is part of a broader effort to destroy critical infrastructure and shape the battlefield before a renewed spring-summer offensive.
He said that Russia is preparing a new ground offensive in southeastern Ukraine, using its strategic reserve to add 20,000 new servicemen to its forces within the country. With about 680,000 soldiers on the ground, Russia aims to seize the entire Donbas by September.
Skibitsky, who is part of Ukraine's peace negotiating team, added that Moscow is showing that it is not serious about negotiations, but instead plans to continue its war.
