Montenegro closes visa-free regime for Russians and Belarusians from November 1

The Government of Montenegro has decided to introduce a visa regime for citizens of Russia, Belarus, China, Saudi Arabia and Turkey from November 1. This was done to harmonize the country's visa policy with EU rules.

This step was taken as part of Montenegro's full alignment of its visa policy with the visa policy of the European Union. Thus, Podgorica fulfilled one of the final conditions for closing negotiation chapter 24 – "Justice, Freedom and Security".
This confirms our country's commitment to European integration, and also creates conditions for attracting about 4 million euros under the European Growth Plan for the Western Balkans
It says, in particular, that on July 23, the government of Montenegro adopted amendments, according to which citizens of countries that caused discrepancies between the visa regimes of Montenegro and the EU (Belarus, China, Russia, Saudi Arabia and Turkey) will need a visa to enter Montenegro from November 1, 2026.
The government added that the Ministry of Foreign Affairs is intensively taking measures to mitigate possible negative consequences of these changes, so that the process of obtaining a Montenegrin visa is as simple and accessible as possible.
