Involved in the mass torture of prisoners – SBU serves notice of suspicion to a jailer in the Luhansk region

The SBU has served a notice of suspicion to a jailer in the occupied Luhansk region for the torture of Ukrainian servicemen. The perpetrator beat prisoners with batons and is currently evading justice.

The SBU has notified a jailer in absentia of suspicion for working for the Russian Federation in the occupied Luhansk region and being involved in the mass torture of Ukrainian prisoners of war. Currently, the perpetrator is hiding from justice in the temporarily occupied part of Ukraine, UNN reports with reference to the SBU press center.
Details
According to the investigation, the suspect is a resident of the occupied part of the Luhansk region who joined the Russian armed formations.
Between 2022 and 2024, while serving as an "operative of correctional colony No. 4 of the federal penitentiary service for the LPR of the Russian Federation," the suspect committed acts of torture against victims within the walls of the occupation institution.
In particular, he organized the so-called "reception" for Ukrainian prisoners, during which they were beaten with rubber batons on various parts of the body and head upon arrival at the colony
The suspect was notified in absentia of suspicion under Part 1 of Art. 438 of the Criminal Code of Ukraine (cruel treatment of prisoners of war). The sanction of the article provides for imprisonment from 8 to 12 years.
The suspect also flagrantly violated the Geneva Convention relative to the Treatment of Prisoners of War of 12.08.1949. It prohibits any unlawful act or omission by the Detaining Power that causes a serious threat to the health of a prisoner of war.
