A criminal scheme of embezzlement of almost UAH 60 million allocated for assistance to the seriously ill has been exposed. Instead of providing assistance, Kyiv City State Administration officials bought luxury cars and elite real estate.

The defendants organized a mechanism for embezzling money allocated to help with incurable diseases and embezzled almost 60 million hryvnias. Among the suspects are officials of the Department of Social Policy of the KMDA, the head of one of Kyiv's psychiatric hospitals, and the commercial director of a company that won a government tender.

Law enforcement officers exposed the fact of embezzlement of funds allocated for social assistance to the seriously ill. We are talking about almost 60 million hryvnias from the budget of the Kyiv City State Administration (KCSA).

According to the investigation, 4 people are involved in the fraud.

Two of them are deputy heads of the Department of Social and Veterans Policy. Also, a former KCSA official, and now the head of one of the capital's psychiatric hospitals, who was detained by the SBU while trying to escape abroad. The fourth participant in the "scheme" is the commercial director of the company that won the KCSA tender, and belongs to the person mentioned above. These individuals organized a mechanism for embezzling money allocated to finance Kyiv residents suffering from incurable diseases.

What the defendants were supposed to do, but instead tried to hide

The money was allocated for daily palliative care for seriously ill citizens, including free medical care, purchase of medicines and food. The relevant actions were to be provided by contractors.

Instead, the defendants of the "scheme" spent almost a third of the budget funds on the purchase of premium cars and luxury real estate. But "on paper" - they used it for the needs of patients.

For example, one of the new Porsche Cayenne SUVs purchased by this company was used by the attackers themselves. Although formally, the Porsche Cayenne was listed as a vehicle for transporting the seriously ill.

Also, during the investigation, it was established that the owner of the contracting company groundlessly obtained a 2nd group disability. Thanks to a fake certificate, he received a "reservation" from mobilization, the opportunity to travel outside of Ukraine, and regular pension payments from the state budget.

After the exposure of the fraud

All four organizers of the "scheme" have been notified of suspicion in accordance with the crimes committed under several articles of the Criminal Code of Ukraine:

Part 5 of Art. 191 (appropriation, embezzlement of property or possession of it by abuse of office, committed in especially large amounts by an organized group);

Part 4 of Art. 190 (fraud committed in large amounts, or by illegal transactions using electronic computing technology);

Parts 2, 3 of Art. 358 (forgery of documents, seals, stamps and letterheads, sale or use of forged documents, seals, stamps).

The perpetrators face imprisonment for up to 12 years.
