Irpin officials are suspected of purchasing gravestones at prices inflated several times over. The budget overpaid more than UAH 2.8 million due to collusion in the tender.

The Kyiv Regional Prosecutor's Office announced the exposure of a scheme to embezzle budget funds allocated for the construction of the "Alley of Memory of Defenders of Ukraine" memorial in Irpin. According to the investigation, it concerns an alleged overpayment of more than UAH 2.8 million during the procurement of gravestones for fallen soldiers. This was reported by the Office of the Prosecutor General, as conveyed by UNN.
Details
As part of the investigation, three individuals have been notified of suspicion: a representative of the company, an authorized person for public procurement, and the former deputy mayor of Irpin.
According to the investigation, city council officials acted in collusion with representatives of a private company and organized a tender with a predetermined winner. The procurement conditions, law enforcement officers claim, were formed in violation of legislation, which effectively eliminated competition.
The only participant and winner of the tender was the company that supplied 75 gravestones for the memorial.
The investigation established that the products were imported from China at approximately UAH 12,000 per unit, while they were supplied to the budget at almost UAH 80,000 each.
As a result, about UAH 6 million was paid for the supply of monuments, of which more than UAH 2.8 million, according to the prosecutor's office, constitutes the alleged overpayment.
The pre-trial investigation is ongoing under Part 5 of Article 191 of the Criminal Code of Ukraine – embezzlement of budget funds on a particularly large scale.
