Details
According to the investigation, a member of the Kharkiv City Council of the VIII convocation, together with a 28-year-old bartender from a local cafe, organized a scheme for the illegal smuggling of persons liable for military service across the state border of Ukraine.
For conspiracy purposes, they communicated via the Threema messenger, where they discussed the details of the services—ranging from the preparation of fictitious medical documents and deferments to the organization of illegal departure abroad.
In February 2024, the bartender offered an acquaintance a way to travel to Romania bypassing official checkpoints. The route was supposed to pass through Kyiv and the Odesa region. The cost of the "transfer" was estimated at 17,000 US dollars, and payment was planned to be received via a crypto wallet.
At the end of March, law enforcement officers detained the bartender while he was attempting to receive the funds. Currently, the city council member has also been notified of suspicion under Part 3 of Art. 332 of the Criminal Code of Ukraine.
The issue of selecting a preventive measure for him is being decided.
