British intelligence reports that on April 3, the chairman of the Russian State Duma said that the country lacks 30,000 doctors, with district hospitals being about 50 percent short. For comparison, in November 2023, there was a shortage of 26,500 doctors.
The shortage of medical personnel is explained by the fact that some doctors work in the private sector, while others have left the country. Up to 2 percent of Russian doctors and medical workers have left Russia to avoid the draft.
According to British intelligence, after mobilization in Russia in September 2022, doctors were explicitly warned not to leave the country.
According to an estimate made in January 2024, the number of doctors decreased by 7,500 over the previous 15 months.
"According to the Center for European Policy Analysis, in order to solve the problem of the shortage of doctors, Russia recruits them from African countries without confirming their qualifications, except for a declaration of their own qualifications," the British Ministry of Defense said in a report.
British intelligence believes that the number of medical professionals in Russia will continue to decline through 2024. And the involvement of medical personnel from outside with limited qualification checks may lead to a deterioration in the quality of medical care.
