Average salary of regional state administration employees increased by almost 10,000 UAH over the year - Ministry of Finance data

In April, the average salary in regional state administrations reached 45.1 thousand hryvnias. The total number of civil servants in Ukraine decreased to 165.8 thousand people.
The Ministry of Finance of Ukraine regularly updates an analytical dashboard with data on remuneration and the number of employees in state bodies, local state administrations, and the judiciary. The tool is formed based on information received from state institutions. This was reported by the press service of the Ministry of Finance, according to UNN.

The total actual number of employees in state authorities in April 2026 was 165.8 thousand people (1.6 thousand fewer compared to the same period last year). Of these: 108.6 thousand people are in central-level state bodies (including territorial bodies), 23.1 thousand people are in local state (military) administrations, and 34.1 thousand people are in judicial authorities.
The average level of accrued wages in April for employees of the central-level state body apparatuses was 60.7 thousand UAH (3.5 thousand UAH more than in the same period last year), and for their regional-level territorial bodies, it was 36 thousand UAH (2.6 thousand UAH more than in April 2025).
The average remuneration for employees of regional state (military) administrations in April was 45.1 thousand UAH, which is almost 10.3 thousand UAH more than in the same period last year.
The salary of civil servants also includes one-time payments, in particular, compensation for unused vacation, financial assistance for social and domestic issues, severance pay upon dismissal, and other payments provided for by law; therefore, monthly indicators of average wages may fluctuate
