Zelenskyy and E3 leaders agreed on peace terms with an immediate ceasefire. The plan includes the deployment of international forces and security guarantees for Ukraine.
The leaders of Europe's Big Three (E3) in London have agreed with President of Ukraine Volodymyr Zelenskyy on the conditions for a just and lasting peace. The corresponding joint statement was published on the British government website, UNN reports.

The document states that the E3 leaders reaffirmed their unwavering support for Ukraine in its defense against Russia's illegal invasion and the subsequent steps in negotiations to support a just and lasting peace.
They emphasized that Europe plays a vital role in any settlement as a steadfast supporter of Ukraine. The leaders clearly stated that all efforts must be made in the closest cooperation with Ukraine, other European partners, and the US. They welcomed Ukraine's recent successes on the battlefield, including the recent liberation of territory and the innovative use of drone technology,
The parties also condemned Russia's large-scale missile and drone attacks, including the repeated use of "Oreshnik" missiles, on Ukrainian cities, which led to tragic civilian casualties, as well as the irresponsible and dangerous incursions of Russian drones into NATO territory.
Furthermore, the leaders discussed how to utilize the upcoming G7 summit in Evian, the next meeting of the Coalition of the Willing, and the NATO summit in Ankara to best coordinate further support for Ukraine based on its priority needs, including further pressure on Russia's war economy and increasing pledges of military and defense support for Ukraine at the NATO summit.
The leaders emphasized the urgent need to increase the production of interceptor missiles and the joint development of missile defense and deep-strike capabilities, as well as supporting the future resilience of the Armed Forces of Ukraine. They also discussed how the Alliance can learn from Ukraine's battlefield experience and how to expand long-term industrial cooperation with Ukraine to strengthen Europe's own defense,
The E3 leaders emphasized the inextricable link between Ukraine's security, prosperity, and sovereignty and broader Euro-Atlantic security. Regarding negotiations, they discussed the conditions that must be met for a just and lasting peace:
- cessation of hostilities. They called on President Putin to agree to an immediate and full ceasefire;
- the current line of contact should be the starting point for negotiations. International borders must not be changed by force, and Ukraine's sovereign right to choose its own security arrangements and alliances must be fully respected;
- Ukraine must have credible and legally binding security guarantees after the ceasefire comes into force, building on the commitments made in Berlin in December 2025 and in Paris in January 2026. This includes the deployment of the Multinational Force – Ukraine;
- Russian assets will remain frozen until Russia ends its war of aggression and compensates Ukraine for the damage caused by the war;
- European security interests must be protected in any agreement. Elements of any negotiations related to the EU and NATO will require the consent of the EU and its member states and NATO allies, respectively.
"The leaders praised President Zelenskyy's call for a negotiated end to the war through diplomatic means, as set out in his letter to the President of the Russian Federation dated June 4, 2026. They supported the proposal for direct dialogue between Ukraine and Russia – with the active participation of the US and Europe – to achieve a ceasefire and support further negotiations. They reaffirmed that they will continue to stand firmly by Ukraine's side," the statement notes.

On the eve, President Volodymyr Zelenskyy arrived in London for a visit. In addition to negotiations with the leaders of Great Britain, France, and Germany, he has a scheduled meeting with His Majesty King Charles III.
